When an OSHA standard requires an employer to provide PPE or training to employees and the employer doesn't do so for each employee subject to the requirement, OSHA wants each employee not protected to be a separate violation for penalty purposes.

This will apply to both PPE requirements and all training requirements in the OSHA regulations. From the Federal Register entry Summary:
In this rulemaking, OSHA is proposing to amend its regulations to add language clarifying that noncompliance with the personal protective equipment (PPE) and training requirements in safety and health standards in these parts may expose the employer to liability on a per-employee basis.
